Security and Agency in Irish private rented sector...



Challenges of affordability and security of tenure continue to have devastating impacts for renters. Policy reforms seeking to respond to these challenges have, however, met with limited success There is an urgent need to respond to these challenges.

Dr Michael Byrne’s research ‘Security and agency in the Private Rented Sector’ provides us with an opportunity to examine the ability of tenants to advocate for themselves and to gauge how effective policy is, how robust regulation is and the extent to which a culture of compliance can be created in the rental sector.

The report concludes that we need greater protections for tenants over and above those that currently exist, protections which recognise the unequal power relationship between tenant and landlord, in a similar fashion to the legislation protecting employees.
